August 2023 Citrus County Land Development Updates

The following development permits/applications have recently been filed with
the Citrus County Board of County Commissioners (BOCC) Growth Management Department:

• The Diocese of St. Petersburg has requested a remodel permit for Our Lady of Grace Church on
Roosevelt Blvd in Beverly Hills. The remodel includes windows, doors, an overhang entrance,
acoustical ceiling, lighting, and a bathroom addition.

• Daly & Zilch Inc. have requested a building permit for an indoor shooting range at 7581 W Gulf
to Lake Hwy (SR-44) in Crystal River. The site was approved with a Planned Unit Development (PUD)
in November 2020.

• Murphy Oil USA, Inc. has requested a site improvement plan for a remodel of an existing gas
station at 2419 E Gulf to Lake Hwy (SR-44) in Inverness. The remodel includes demolition and
replacement of a convenience store, fuel pumps, and gas canopy.

• Advanced Auto Parts has requested a building permit for a new store at 4044 N Lecanto Hwy (CR-
491) in Beverly Hills.

• LKQ Southeast, Inc. has requested a building permit for an expansion of their site on W Norvell
Bryant Hwy (CR-486) in Crystal River. The site expansion was approved with a PUD in December 2021.

• Harvest Church at the Barn has requested a building permit for a new house of worship at 200 W
Citrus Springs Blvd in Citrus Springs.

• Confluence Crossing has requested to resurrect a site plan permit for a 23-unit townhome
building at 12435 N Water Way and US-41 in Dunnellon. The site received approval as a PUD in
September 2021. The site permit was approved (but never picked up) in December 2022.

• Clark Stillwell, on behalf of Sunshine RV Campground, LLC, has requested a Comprehensive Plan
Amendment/Atlas Amendment with a Planned Unit Development (CPA/AA/PUD) for a Recreational Vehicle
(RV) Park with 32 RV sites, 16 “glampsites,” and 20 primitive campsites on approximately
16.1 acres at 1650 S Fishcreek Pt in Crystal River. The application was discussed by the Planning
and Development Commission (PDC) on May 18, 2023, and recommended for denial. The application was
rescheduled for the Board of County Commissioners (BOCC) hearing at the applicant’s request and
will now be heard by the BOCC on Tuesday, August 22, 2023.

• Wade Trim, a consultant for the BOCC, has requested a CPA for the SR-44 Interchange Management
Area (IMA). The application was discussed by the PDC on February 16, 2023, and recommended for
approval with conditions. The BOCC transmitted the application to the State’s Department of
Economic Opportunity and other agencies on June 6, 2023, and the BOCC adoption hearing is scheduled
for Tuesday, August 8, 2023, at 5:05 p.m. The consultant has also been charged with creating Land
Development Code (LDC) standards, which will be drafted once the Comprehensive Plan guidelines are
in place.

• Bohler Engineering, on behalf of 2022 Lecanto Lecanto, LLC, has requested to amend an existing
PUD at 3499 W Norvell Bryant Hwy (CR-486) in Lecanto. The amendment would allow a multi-story mini
warehouse use on the site, as well as combine two previously proposed outparcels. The application
was recommended for approval with conditions by the PDC on April 20, 2023, and continued by the
BOCC on June 6, 2023. There have been no further submittals.

• Brenda McKenzie, on behalf of David and Pamela Finley, has requested a CPA/AA at 2142 and 2156 S
Waterman Drive. The application proposes to change the LDC Atlas designation from Coastal and Lakes
Residential with mobile homes (CLRMH) to Coastal and Lakes Commercial (CLC) on approximately 0.32
acres. The site has active code compliance complaints for various commercial uses on the site. The
application was recommended for denial by the PDC on June 15, 2023. Staff is awaiting direction
from the applicant for revision or placement on the agenda of the BOCC for a future hearing.

• Michael Wilburn, on behalf of Veer Real Estate, Inc., has requested a CPA/AA/PUD from Low
Intensity Coastal and Lakes (CL), Low Density Residential (LDR), and General Commercial (GNC), to
Recreational Vehicle Park (RVP), on approximately 45.6 acres on US-19 (S Suncoast Blvd) in
hom*osassa. The site lies adjacent to the existing Bell Villa Mobile Home Park, and, if approved,
would allow a new RV park with up to 98 RV sites. The application was recommended for approval with
conditions by the PDC on May 4, 2023, and will be discussed by the BOCC on Tuesday, August 8, 2023.

• Citrus County Land Development has requested an Ordinance Amendment (OA) for multiple changes in
the LDC. Changes proposed include changes to land use districts that may allow houses of worship,
consideration of temporary use requirements, and a PUD requirement for gas stations in the Coastal
High Hazard Area (CHHA). Draft language should be available by mid-August, and the application is
tentatively scheduled for discussion by the PDC on September 21, 2023, before being forwarded to
the BOCC for final hearing.

• Michael Wilburn, on behalf of CJC Crystal River, LLC, has requested a CPA/AA/PUD on
approximately 5.39 acres. The application requests to change the designation from LDR to Medium
Density Residential with a Planned Unit Development (MDR/PUD) for multi-family uses (at that time
proposing up to 20 duplex units). The site lies at 7630 W 7 Rivers Drive in Crystal River. The
current application was considered and recommended for denial by the PDC on July 6, 2023, and is scheduled
for discussion by the BOCC on Tuesday, October 10, 2023.

• Frank Dalicandro has requested a Development Agreement Amendment (DA) which would amend the
existing DA for Crystal Pointe Units 2 and 3 (approximately 75 acres). The application proposes to
reduce the minimum lot size and instead cluster units with increased open space, as well as
reducing roadway widths. The BOCC approved acceptance of an application request on May 25, 2023.
Staff will schedule future hearings once an application has been received and reviewed.

• Ardurra Group, on behalf of Crystal Ridge Property Group, LLC, has requested a Preliminary Plat
application for Crystal Ridge Phase 1. The site proposes approximately 236 single-family
residential lots on 52.4 acres and is the first phase of the previously approved Crystal Ridge PUD
lying adjacent to W Crystal Oaks Dr and S Rock Crusher Rd in Lecanto. The preliminary plat was
recently submitted for revision review.

• Germana Engineering and Associates, LLC, on behalf of Burgland Investments, LLC, has requested a
Preliminary Plat application for Southern Woods Phase V. The site is not part of the existing
Southern Woods PUD and proposes approximately 160 single-family residential lots on 40.6 acres in
the MDRMH District. The site lies on the north side of Woodfield Circle in Southern Woods. A
preliminary plat has been approved with conditions by staff and improvement plans for
infrastructure development are currently being prepared by the applicant.

• Pigeon and Associates, on behalf of Southern Oaks Property Group, LLC, has requested an AA that
would amend the Pine Ridge Unit 3 Master Plan on approximately 221.9 acres. Pine Ridge Reserve
proposes approximately 85 single-family residential sites in an area currently designated for golf
course use at 5600 and 5601 N Elkcam Blvd in Pine Ridge. The application was recommended for
approval with conditions by the PDC on July 20, 2023, and will be heard by the BOCC on Tuesday,
September 12, 2023.

• Pigeon and Associates, on behalf of Gulf to Lake Associates LLLP, has requested an AA that would
amend the Pine Ridge Unit 2 Master Plan on approximately 147.6 acres. Amber Ridge West proposes
approximately 382 single-family residential sites in an area currently designated for one-acre
homesites at 4439 W Norvell Bryant Highway (CR-486) in Lecanto. The application was continued by
the applicant prior to discussion by the Planning and Development Commission and public hearings
are not scheduled at this time.

• Pamela Jo Hatley, on behalf of Lonestar Properties NC Inc., has requested a CPA/AA/PUD to allow
mini warehouses in the Rural Activity Center district. The site contains 5.93 acres and is located
at 7338 N Lecanto Hwy (CR-491) in Hernando. The application was continued by the PDC at the
applicant’s request on July 6, 2023.

• Clark Stillwell, on behalf of multiple owners, has requested a CPA/AA/PUD. Tuscany Ranch
proposes up to 275,000 SF of business/commercial/office use, 1,000 multi-family units, and 6,369
single-family residential units on approximately 1,642 acres in Beverly Hills. The site lies on the
east side of CR-491 north of N Forest Ridge Blvd and extends to the east and north. The application
has been tentatively placed on the September 21, 2023, agenda of the PDC before proceeding to the
BOCC at a future date.

• Bohler Engineering has requested a PUD to allow one big-box retail building and five outparcels
on approximately 17.4 acres. The site lies on the NW corner of CR-491 and CR-486, adjacent to the
recently approved Target PUD. The application was recommended for approval with conditions by the
PDC on July 20, 2023, and has been scheduled for the BOCC on Tuesday, October 10, 2023.

• Walden Woods South has requested to amend an existing PUD to allow an additional 14 single-
family lots and an accessory storage structure in the existing development lying off W Merrivale Ln
in hom*osassa. The application has been placed on the Thursday, September 7, 2023, PDC agenda before
proceeding to the BOCC at a future date.

• Citrus County Growth Management has initiated an amendment for placement of a proposed animal
shelter. The application would change approximately 14.2 acres on the SE corner of CR-491 and W
Woodland Ridge Dr (3062 W Woodland Ridge Dr) to GNC with a PUD for an animal shelter with outside
kennels. The application has been placed on the Thursday, August 17, 2023, PDC agenda before
proceeding to the BOCC on Tuesday, October 10, 2023.

• Michael Wilburn, on behalf of Solid Rock Church of God, has requested a Conditional Use (CU) to
allow an expansion to a house of worship and allow additional related uses on approximately 3.06
acres in the LDR District. The site lies on N Christy Way in Inverness. The application has been
tentatively placed on the Thursday, September 7, 2023 PDC agenda.

• Cardinal Farms Group LLC has requested a DA for a mixed-use site on W Cardinal St in hom*osassa
containing approximately 147.5 acres (5258 and 5585 W Cardinal St, hom*osassa). The application
proposes up to 122,000 SF of general commercial use, up to 150 hotel rooms, up to 434 multi-family
apartments and up to 434 single-family detached/townhomes/villas. The applicant has met with staff
in multiple County divisions regarding this proposal, which will be scheduled for public hearings
once the applicant has prepared a complete request.

• Paul Furman, on behalf of Dvelup International Inc., has requested to amend an existing PUD at
5656 W Gulf to Lake Hwy (SR-44) in Crystal River. The site was previously approved for mini
warehouses, and the applicant would like to amend that to outdoor storage. The application has been
placed on the Thursday, September 7, 2023, PDC agenda before being forwarded to the BOCC.

• Atty. Rob Batsel, on behalf of West Nature Coast Investments, Inc., has requested an amendment
to an existing PUD at 2403 W Coast Path in Beverly Hills. The site was previously approved for an
adult living care facility with specific conditions, and the applicant would like to amend that to
allow a medical clinic. The application will be scheduled for hearings once additional information
as requested by staff is received for review.

• CHW, as a consultant for the BOCC, has requested workshops to continue their work on a CPA for
the CR-486 IMA. The workshops will be held with the PDC on Thursday, October 5, 2023, and with the
BOCC on Tuesday, October 24, 2023. The consultant has also been charged with creating LDC
standards, which will be drafted once the Comprehensive Plan guidelines are in place, and future
hearings/workshops will be scheduled.

• Citrus County Growth Management has initiated an amendment to add a parcel into the adjacent
SR-44 IMA. The application would add approximately 25.4 acres into the IMA at 4820 W Crystal Oaks
Dr in Lecanto, and the addition of this parcel was recommended during hearings for the SR-44

IMA Comprehensive Plan Amendment. The application has been placed on the Thursday, August 17, 2023,
PDC agenda before proceeding to the BOCC at a later date.

• Self-Storage Syndicated Equities, on behalf of OLP RS Partners, LLC, has requested a CU to allow
a mini warehouse facility in the GNC District. The site lies at 1652 N Lecanto Hwy (CR-491) in
Lecanto and contains approximately 2.6 acres. The application was continued by the applicant prior
to discussion by the PDC on July 6, 2023, and is now on the PDC agenda for Thursday, August 17,
2023.
