Qualification Summary
You must meet the following requirements by the closing date of this announcement:
GS-11 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Assisting in the development of plans and goals for the implementation and administration of programs; analyzing and evaluating (on a quantitative and qualitative basis) the effectiveness in meeting established goals and assisting in the implementing and maintaining control systems for information/management tracking updates; has experience with automated systems such as Counsel Automated Systems Environment (CASE), and with various counsel systems such as TR, TL-CATS, and TECHMIS.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:Conducting studies to identify, analyze, and recommend solutions to problems in program operations; analyzing and evaluating (on a quantitative and qualitative basis) the effectiveness of line program operations in meeting established goals and objectives; Experience with functional regulations and operating processes to identify, analyze, and providing recommendations for improving methods and procedures; and serving as a point of contact for automated systems such as Counsel Automated Systems Environment (CASE), and serving as the coordinator for various systems such as TR, TL-CATS, TECHMIS.
GS-13 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Developing and finalizing plans and goals for the implementation and administration of programs; analyzing management studies to change and modify existing programs and complex issues for the appropriateness of the division;conducting studies to identify, analyze, and recommend solutions to problems in program operations, and using analytical techniques and statistics to assess issues related to management processes, systems and support programs; experience in leading or training lower graded employees in both technical and non-technical tasks; and writing and revising all guidelines for the division as the principal coordinator for automated systems such as Counsel Automated Systems Environment (CASE), and various other systems such as TR, TL-CATS, TECHMIS.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 and GS-13 level, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.
The experience may have been gained in the public, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

In addition to the above requirements, you must meet the following, if applicable:Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.GS-11: You must have held the GS-09 level for 52 weeks.
GS-12: You must have held the GS-11 level for 52 weeks.
GS-13: You must have held the GS-12 level for 52 weeks.
